Cthulhu for president! Why choose the lesser evil?

Watching the clip from Space Mutiny set me thinking about one of the defining characteristics of a true evil character: diabolical laughter. For me, the absolute champion is and remains Count Zarth Arn.

Any challengers?

Ming the Merciless in the Flash Gordon serials w/Buster Crabbe . . .

I can't think of many. I have a bad memory.

Though Vincent Price's laugh here is really good. Vincent Price always had a great evil laugh.

Can you dig it?

Does anyone remember Pinky and the Brain? If I can remember correctly, I think The Brain had an evil laugh.
