What is the title? Children Burning up? Witch curse?

It has to be a 90s movie from 1990 too 1999.
from my old memories after watch "the ring" I recalled another movie about a "well" It was in a barn house or some run down building but im sure it was a Barn. A man finds a Well with a cover over it, removes it and sometime later the "Witch" crawls out.
Now at this point she does some kind of curse on the Children by first making a small flame in her hand, then burning the body of the man who set her free.

The curse or w/e it was mainly at first makes all children become sick with a high fever, then later it becomes worse as they feel as there bodies are on fire. One girl is even dunked into a bathtube too cool her down as she screamed, the women has some kind of flashback of another child being in the tube.....That is all I got.

Yeah I got the "witch" part wrong because all I remembered was a black hat and  I was 7 when I seen this.
