Need Help With Picture

On another site that I am on, someone is trying to pass this picture off as something paranormal. This is in the background of a bigger picture but I cropped it. I KNOW I have seen this somewhere before and am pretty sure it's from a movie though it could be a picture from a book cover. I know I have seen it but can't recall exactly where.

Does anyone have any idea? I figured if it is from a movie, someone here could identify it for sure.

I'm pretty sure I've seen this same pic too.
Now it's gonna drive me crazy until someone figures it out.
Sorry, I haven't the foggiest as to what it's from.

The colors are a little different but it vaguely reminds me of a closeup of one of the alien faces from the original "Invaders from Mars".

Or maybe an astronaut's face on a monitor from some movie I can't place.

Off the top of my head that's all I can come up with.

The first thing that came to my mind was the midgets from Time Bandits or the main baddie from Leprechaun.
It looks like a dwarf's face.

Yes...it's a dwarf or gnome or troll...something like that.

The first thing I thought of was Troll or Troll 2 but it doesn't match up. This is driving me crazy because I know I've seen it.

I first thought it was Terry Gilliam as Patsy, but the features are more exaggerated than his. It looks like any number of trolls/gnomes/fill-in-the-fantasy-character from fantasy book cover art. Or from a children's book about fantasy creatures. Or something like that. If you zoom in and enhance the lighting, it is obviously drawn. It's drawn well, but it is definitely artwork. And with the spot of light in the eye, it almost looks like a picture reflected in a black tv screen, catching the ambient lighting.

A second thought was one of the characters from Labyrinth, but, as I said, it looks like a drawing to me.

Derf...nice work noticing that but here is the basics of this persons story:

They claim to have been fooling around taking pics of their kid. This one has the kids face to the left of the picture which I have cropped out. They then printed it out and noticed the face and it supposedly scared them to the point of deleting the original. A month later, they found us and scanned the picture back in and posted it for us. So, what you are seeing is a digital image that was printed and then scanned back in. All of this seems suspicous to me and I really think they are f'ing with us and that is why I need to find this picture...for proof that they are.
Also, you can see by that dot in it, that this image is reflective as that is obviously pick-up from the flash.

I was thinking that it kind of resembles a young Billy Barty.
I'm pretty sure it isn't him though...just a wild guess.

And does the person in that pic have a long black goatee and possibly a black top hat? It sure looks like it.

Nice call Ash...but I know I have seen this face with the red tint somewhere before.

As far as the hat and goatee...I think that goatee is a smudge and I am thinking that they cropped or covered the rest of this picture just to show the face.

Personally I think it looks a little like a pic of Viggo Mortensen...
