Unknown chinese movie??

I am trying to find the title of a chinese movie. The only thing I can remember about this one was that the main character could find a woman because his "equipment" was rather diminutive. To remedy this he got horse wang transplanted onto him. Now they never actually show this as I seem to remember that the focus was on lot of kung-fu action but this was the most unique aspect of the movie. Does anyone know of a movie like this??

What I know of it says that the movie is more of a comedy, rather than a martial arts flick, but "Sex and Zen" matches this.
