Ash from THE EVIL DEAD trilogy would probobly could as an intentionaly funny tought guy, although hes not the stereotipical buldging, veiny, funny accented type.

Under Siege2 is also a strong contender. The final showdown between Seagall and the cold staring terrorist (I forget his name) in the kitchen! Those karate moves are worthy of Cato and Inspector Clouseau.

I thought Doom (the one with The Rock) was pretty funny. 

By the way, how about Dolph Lundren?  He has been in a ton of tough guy nonsense.
