Movie from when I was little...

I remember only a few details about this movie... which is probably why all of my internet searches have failed... But it spawned my love of such films as Hell Comes To Frogtown, Never Too Young To Die, and Night Of The Comet.. Thus I have vowed to find it...

I remember that it takes place in the future, so it's a post apocalyptic deal... a female dominated society where men are used for "seed"... One guy finds an old childrens' picture book and realizes that he is a "man"... I also remember that one of the characters finds a shiny metalic biohazard suit and puts it on, and some people call him "the president"... I don't remember much else... PLEASE HELP!!!!
