OK i don't remember much about this film it's from the 80's all i can remember is:
  1) she had blonde hair and was in high school she doesn't have any parents
  2)being stalked by some guy
  3) i think she live in a motel and one of the females that owns it looks like david  bowie  lol
4) in the end scene where hes chasing her theres a monk parade going on and he disguises hisself as a monk trying to chase her down
5) in another scene the guy is in her room and i remember her having a canopy bed

whew, that's a tough one! some of it sounds familiar, are you sure it's all one movie?

I could be wrong, but that almost sounds like the early 80's film "Angel" about a young girl abandoned by her mother. She has to resort to prostitution to live in the same apartment she is in. The landlady is rather unusual looking and there is a serial killer paranoid that she saw him and is trying to find her.
I could be way off, but you might want to look into that.

Angel is what I'm thinking as well, but I think your memories might be combining it with at least one other movie.

Angel popped into my mind as well. Thank you very much, ya packabarsteds, for reminding me of that awful film. It took me years to get it out of my mind.

And gawdelpus, there were *sequels*.
