Old Horror Robot Movie

I'm trying to find a movie that was about some killer robot hunting down people and I distinctly remember some elevator scene of some sort where its claw came at someone.

The front cover of the movie was all black with a robot claw hand comming out of the ground? or water?
Simple front cover. Simple name too but I can't remember it =(
