movie with  the creepy kid videotaping his neighbor and has a nazi dad. they also made fun of it on not another teen movie.

What jumps to mind for me here is "Apt Pupil" (1998).

I also though apt. pupil, but American Beauty fits, because they did make fun of it in Not Another Teen Movie.
