Help with ID

I've been thinking recently about one of the first horror movies I ever remember seeing.  I was a little kid and it was on Sunday afternoon TV (I'll date myself and possibly the film - this was probably around 1976 when I saw it on TV).  

It was about a satanic cult (possibly with bikers), or something along those lines that was murdering people in a small town.  Satan himself may even have taken a direct hand in things.  The star was a Shatner/McClure type (possibly even one of those two).  The one scene that stuck in my head was a guy on a motorcycle driving past a guy and chopping his head off.  They didn't show it directly, but rather they showed the shadows of the event against the side of a barn.  It freaked me out.  Anyone know this movie?

After the head chopping scene, my mom didn't let me watch the rest of it, and now that she's not in charge any more, I'd like to finish watching it.

I believe that would be Brotherhood of Satan. I'm not positive on this, but I think it was a knight on a horse that did the chopping.

I bet that's it.  The senior citizen thing and the family trapped in the town are ringing bells.  Could have been a guy on horseback instead of a motorcycle.  This was 25 years ago and I was focusing on the head dropping to the ground.  Thanks, John.

 I only remember that particular scene because the movie used the novelty of children's toys killing people. Near the start, a tank runs over a car, the camera follows the tracks from it and they end up at a toy tank that's picked up by a kid. Right after the head chopping scene, I seem to recall one of the kids had a figure of a knight on horseback holding a sword and that that really freaked out someone who witnessed the killing.
