Movie or show on USA - Up All Night (motor cycle killer)

I need the name of a movie I seen as a child during USA UP ALL NIGHT probably early 90s. I remember only one scene. It involved a killer on a motor cycle dressed in all black with a helmet on. He or she picks up somone on the bike and then electricutes them while they are on the bike, then the person falls off dead. I also want to say it involved pizza some how like a pizza delivery man or something.
