Zombie Nation (2004)

I saw this movie at the very bottom of IMDb's Bottom 100 List at number 14 and I heard this is the worst zombie film of all time.  I've read the information on wikipedia and some other summaries on it that makes it sound like this is a completely stupid and hard to follow movie.  So, I am interested to hear your opinion about the film if you have seen it or not.  Is it as bad as it seems or is just underrated?
