Nope.  This is a newer HK film than that one.  It DOES share one cast member. 

One very likable character actor, who is in most of the films the director of the pictured film has made. 

One more hint, which will probably give it away: the actor seen from the back on the right is in The Mummy: Tomb of the Dragon Emperor.
