Sure looks like The Undying Monster (1942) to me only I don't think that's foreign.

No, it's not those but you're on the right track. It is a Kung Fu film set in China. The actor might look a bit familiar to some fans of the genre.

You got it RC!! Great job! Wow, really didn't think it would get solved that quickly. Great memory recall there with Bob Baker. It is indeed Valley of the Double Dragon more widely available on DVD under the title of Kung Fu of Tai-Kwan Do.
