just watched this cinematic...uh...masterpiece again on DVD:

Laserblast - 1978 (PG-13). (DVD) Directed by Michael Ray. Produced by Charles Band (founder of Full Moon Productions). Starring Kim Milford. Billy, a teen-age Mark Hamill look-alike, discovers a death-raygun left on Earth by squawking shell-less space turtles. The gun and accompanying necklace turn him into a green-faced raygun-firing mutant. Before it's all over, he starts shooting up the town. Not a Star Wars sign, fake wooden mail-drop or newstand is left standing. Cast also includes comic-relief cops played by Dennis Burkley (Cal from the "Sanford" teevee show) and a pot smoking Perry Ferrell impersonator. "Froggy" is played by Eddie Deezen, that annoying over-the-top nerd who weaseled his way into numerous 70s and 80s flicks. Basically, this is your basic kid-finds-raygun/Dr. Jekyll and Mr. Hyde-type tale. RECOMMENDED for fans of slightly above-average B-movie explosions.

I managed to catch it first run in the theater ..in the vague mist of my memory that includes "Message From Space" and "Battle Beyond The Stars"

I remember seeing the ads for this and thinking it looked incredibly cool. I still like the aliens, but the movie sucks.
