80'S SCIFI MOVIE?

I watched an old 80s scifi movie with my friends a very long time ago. In the movie was an apartment building, and every night when the people living in the building went to bed they all started having weird dreams of the building with a distorted voice saying it was "from the year 1-9-9-9"

They had to figure out something that involved putting together a transmitter to prevent something bad from happening. There was also an old black guy that was possibly blind who was the first one that was having the dreams. He would often repeat "It is happening again.... It is happening again..."

Does anyone remember this movie? (I think it was sampled by DJ Shadow on his first album.)

I'm not sure about some of those things, but the dream transmission from the future was definitely in Prince of Darkness.
