It was actually a $1500 fine, but yeah, it's still ridiculous. It's a reminder of how ludicrously broad the lowest level of "assault" can be, where tapping somebody with a finger can lead to fines and potential jail time. Personally, I think in order to get a true assault charge there should have to be an intent to actually do significant bodily harm.

Picky correction: unwanted touching is battery, not assault (in almost all states). I doubt "tapping someone with a finger" would ever lead to jail time (as the bar for criminal battery is much higher than civil battery). It's possible to get a civil judgment for the tapping type of battery (nominal damages)---you might get $1. I'm not familiar with that case, but I think InfoGeek may be right---it could be a case of corruption.
