Saw clips of a bizarre movie when I was younger - it features amongst other things as I recall a mad scientist, a Frankenstein style monster and I think a Dracula style vampire. I think it was some type of weird dark comedy..recall the murder scenes being very over the top with cheesy gore effects. In one scene I think the Monster chokes someone and eventually knocks their brains out (I think he actually squeezed them out of the top of the head?!)....that's all I can remember about the film. Anyone know what it is?

Dracula vs. Frankenstein from the early 70's, maybe?

There was both the Frankenstein Monster and Dracula in it. Dracula had a crazy curly perm, a goatee, and a reverbed voice and Frankenstein looked like the Hammer F-stein suit was left out in the sun for decades.

Lastly, the late great Al Adamson directed this one.

Nah....I own that one...no brains get squeezed out. Lon Chaney chops some heads off with an axe-and Frankenstein hugs Forry Ackerman to death...but no brains. There were a couple of Jess Franco movies that featured the Monster and Drac....DRACULA CONTRA FRANKENSTEIN (1972)...and the EROTIC RITES OF FRANKENSTEIN (1972) had a Dracula-like mad doctor.

I really only remember a bit of this but I remember the scenes of the head squeezing causing brains to squirt out being very over the top to the point of being laughable - in fact I really suspect this may have been some type of horror comedy.

Lady Frankenstein with Joseph Cotten?  That one's an oldie...

Nope I've seen Lady Frankenstein before and that's not it. I don't really think this film was all that old...possibly 80-90s, maybe 70s?...anyways I recall the kills in it seemed sped up too almost in fast motion...

Beyond the Universal series Frankenstein/Dracula team ups-heres a list of some others....
.NECROPOLIS(1970)-according to IMDB, a weird art film.
.the MONSTER SQUAD (1987) which featured Dracula, the Wolfman and the Creature as well as Frankenstein Monster.
.KISS ME QUICK (1964) a nudie-cutie comedy.
.HOUSE ON BARE MOUNTAIN (1962) another nudie.
.ALLEN AND ROSSI meet DRACULA AND FRANKENSTIEN(1974)-imdb has absolutly nothing on this title beyond the title and the 2 main stars-Allen and Rossi.
.the CREEPS (1997)-in which all the monsters (Drac,Frankie, the Wolfman,Mummy-are all midgets(?)-no-I didnt make this up...
.and of course the various Mexican monster mash ups with wrestlers....
Supernatural?...perhaps. Baloney?...Perhaps not!" Bela Lugosi-the BLACK CAT (1934)

I was going to suggest that one too.

I'm not 100% certain it was actually Dracula and the Frankenstein Monster although the characters did remind me of them...

Just remembered something else --there was also a sequence before the brains popped out from the head squeezing that the eyes also popped out.

There was a sketch containing exactly what you describe on The Ben Stiller Show from the early 90s
Kneel before Dr. Hell, the ruler of this world!

Well I know it was a video we rented from a local mom and pop store back in the day...don't think it was Ben Stiller but if that was released on video, I guess it's possible?

Didn't something like this happen in Jesse James Meets Frankenstein's Daughter (1966) and in Toxic Avenger 1? Sorry if I'm wrong. I can't put my finger on it but I have seen something like this before.
