Pump Up the Volume with Christian Slater. Great movie, haven't seen it in the longest time. Will have to rectify that soon.

Switchblade Sisters is a must.

I have to add 1980's "Times Square" to this list. This is a really different kind of movie. Its hard to describe but it certainly falls into the category you are looking for.
