90's or early 2000's comedy featuring 2 surfers and a bunch of moles.

Can't think of the name of this 90's or early 2000's movie. It was pretty terrible far as I remember, but it is driving me nuts that I can't think of it.

I remember the main characters were surfers. There was an evil guy who was trying to do something bad to the town or something. There were moles that helped the surfers prevent the evil guy from doing whatever it was he was trying to do. He had henchmen and one could read lips. I remember a scene in which they were in parachutes possibly being pulled behind a boat. Also a famous geyser had some importance near the end.

Two movies that come to mind that aren't it are point break and surf ninjas.

That is pretty much all I remember. Any ideas?
