Late 80s or early 90s title needed.

It takes place at a large estate/mansion. There are Maids in blue one-piece uniforms with blue carnations on one side of their hair. Also there is a strict female manager that wears a old Victorian women's blouses with the collar to chin that goes out of her way to destroy everyone fun. Anyone have any ideas?? Thank!!!

What genre are we talking here?  Does this take place in Victorian times?

I was thinking this might possibly be Picnic at Hanging Rock but I'm not sure.
