Clown Stilt Murders???

OK, a friend at a book site asked about the title of what he remembers as a documentary. I VERY dimly remember this, but I remember it as a fictional horror picture.  It's about a murderer who got away by joining the circus and vanishing behind clown makeup to make his getaway.  Someone filming the circus on parade got a home-movie shot of him waving at the camera in his clown getup, wearing stilts. 

Does this ring any bells at all????

Nope, but sounds like it could be a documentary.  Clowns are EVIL!!!
