Sci-FI film about world half dark/half light

I remember watching this film/TV mini-series, probably from the early '80s, that is about a this young administrator who is sent to this world that is divided into two halves. One half is always in light and the other is always in darkness. And of course there is conflict ( as I remember) between the people who live in the separate zones.

Any help would be appreciated as this has been bugging me for ages.
