Depends, are you buying it from the $2 used rack at your local video or pawn shop, or are you paying $10+ retail price?  If it's the first, then yes.  If it's the second, then just rent it.

I would buy it if under fifteen dollars. Its a good movie, but you really should see it first.

That's always a tough question -- after all, there are people out there who "don't get" Lord of the Rings, but would buy the latest WWF compilation tape.

See it first.  Then you'll want to buy it, if the idea of a huge telepathic brain with an evil face on one end that attacks people with its spinal cord appeals to you.
