Originally, Dumbledor wanted to locate Hogwarts in Scotland, but the Grim Accountant of Inverness demanded Haggis at every meal...and no amount of magic would keep that from going over like a lead kilt.

(Not to mention all the girls would go around peering up the giant's kilt.)
