Sword and Sorcery villainess, sexy, wearing a see-through shirt with a crow pic

On television years ago I saw part of a sword and sorcery film.  I thought perhaps it was Red Sonja but I'm starting to think it was something (even) Trashier like Deathstalker or something.   Anyway the only thing I remember (for some reason, lol) is the villain-lady comes out of her chamber at one point to receive news and/or give orders to her underlings and she's wearing this... bizarre shirt/tunic/robe which is completely see-through except for the picture of a crow on the front which conveniently obscures her nipples.  That image has suck with me for years and I'm trying to figure out what it was.  Thanks in advance.
