Need help with a horror anthology movie

the wrap around story is about a little girl in a raincoat being told creepy stories by some weird stranger in a abandoned home. after he gets through telling the tales she decides to leave, but he doesn't wants her to go as he pleads to her don't go. I don't remember the stories themselves except one story dealt with a nice girl secretly being a psychopath (the actress in question had a full frontal nude scene). I THINK it premiered on Showtime around 98 or 99.
