What is the name of this bad movie?

I don't remember any known celebrities in this movies but I know the plot.  This was a Bad movie.  A man created some sort of handheld machine that causes this woman to become aroused.  He likes her and wantes him to want her. But instead, she instantly becomes aroused and performs sexual acts with whomever is in the area at the time.  The machine sound like the underwater whale noise. I recall two scenes. One in which she has an episode with the butler in her house and the other in a dressing room with a stranger at a store.  The man is following her testing his machine the entire time.
 
Help, what is the name of this movie?

Can't be sure, but it sounds sorta like ORGAZMO.  Was the making of a porn movie part of the plot?

No not Orgazmo.  The plot was centered around the man trying to get the attention of this woman. He felt like she was high class and he needed the machine to make her love him.  But the machine just made her horny. The machine was part of some experiment he was doing.

That sounds about right.  I think it was based on an adult comic called CLICK!

I remember seeing trailers for it but have never seen the film.

You rock Neon.  The Turn On is it!  Thanks.  I'm looking for another movie maybe you can help. I think it's a Bob Hope movie.  He gets stuck somewhere, I think France, and his girlfriend, a prostitute, begins taking care of him. I remember it was very colorful and there was singing.  Here name was something like Gigi or Brigitte or Fluffy:)

No. That's not it.  I'm starting to think that this was not a Bob Hope movie.  And in that cause I can't remeber who it was?
