The tradition goes all the way back to Bela Lugosi in BLACK DRAGONS (1942), SHE DEMONS (1958), FLESH FEAST (1970),
and my favorite-

ZOMBIE LAKE (1980).

First movie I ever saw with nazi's as inhuman (as a pose to human) monsters was Shockwave, which to this day is a favourite of mine to watch.

 The Crimson Rivers  (2000) which involves a university run by Nazi inspired dumbasses who want to create the perfect human beings through eugenics is a very scary and disturbing film.
