Jeepers Creepers: What's going on?

I caught part of Jeepers Creepers 3 on Syfy while waiting on an oil change. What's the premise, here? There was some sort of nigh-invulnerable demonic looking thing driving around in a nigh-invulnerable truck with a torture chamber in the back, but I had no idea why anything going on was supposedly happening.

Why is this guy still making movies?!?!?  How is this guy still making movies?!?!?  I mean people's careers are generally ended by way less than this!

There was a guy who had a small part in "the predator" who had a far less egregious sexual conviction on his record who was erased ifrom the movie at the oh so sensitive star's request,  and this guy is still directing?
