....nobody in Congress who voted for Obamacare seems to use Obamacare?

Not to get political, but everyone in America is subject to the Affordable Care Act, Congresspeople included. Everyone "uses" Obamacare, by definition. "Obamacare" isn't an insurance plan people opt into, it's the informal name for extensive health care reform legislation.
