It's a Vari-Vue ring from the '60s.  I think they were dispensed from gum ball machines.

And they were all plastic kid crap.  Now, Pop culture crap like that can be highly prized.

I still own the one Clint Toys UPCo GLENN STRANGE Frankenbucket on the left; the other one I sold.  There are probably price marked examples around, but what this originally cost was probably around 25 cents.  Now, a good bucket sells readily for $800+.  It's cool stuff, but it is just stuff.  A Dracula Vari Vue ring might be 50 bucks.  I wouldn't know prices as I had no such rings in my monster collection but I love crap like that.

^This ring sells on ebay for $206.00. I had a wolfman flicker ring as a kid. Came from a gumball machine- so it was a penny or a nickle at most.
