DR. BUTCHER, M.D./ZOMBIE HOLOCAUST (1980)
Stupid zombie/mad doctor/cannibal flick with the initial setting of New York giving way to an Indonesian island.  A team of scientists who find a trail of corpses in New York that leads them to a cannibal-infested island where a mad doctor performs experiments that bring the dead back to life-- as mindless zombies.  Ian McCulloch (Zombie) stars in this silly, low-budgeted gorefest.  Dr. Butcher, M.D. was the US title.

This one is a lot of fun. One release of it I'd recommend is it on Shriek Show's Zombie Pack Vol. 2. Not only do you get that movie but two other fun zombie flicks :)

Also, for I believe the Italian market the trailer completely downplays the Indonesian scenes and makes you believe that the whole thing takes place in New York. I like the Indonesian scenes a lot and to Americans like me it seems a lot more exotic. But I guess to Italians, NYC seems exotic in its own right

I'm also a fan... it has a great 'bad movie moment' where a guy jumps off a high building and the dummy's arm falls off when it hits the ground. how did they leave that bit in?!
