It's not scary.  The gremlins are cool, and the film has a LOT of humor.  It also has a wonderful insightful script, and it's one of the first films I can think of with a true "easter egg" in it, probably several.  Definitely JOE DANTE's best film.  KEYE LUKE reappears near the end of the film to retrieve his mogwai, glances at horrors transpired in a TV news broadcast and says  "You teach them to watch television..." (is he Santa Claus...?)  Love that movie. Here's a PSA on the same theme from that time:
