80/90s movie with man turning into devil

Another movie I watched ~30 years ago so my memories are pretty hazy.

I think it may have taken place in Las Vegas (or at least had palm trees)
The main character gets some new devil characteristic every time he uses a power (or makes a wish?) like growing horns (I think he changes color by the end can't remember).
I think he might be with a buddy that is trying to help him.
The changes happen slowly throughout the movie.  Can't really remember any other details though.

Definately not FAUST, though that did help because I had a comic of that when I was a kid that had the cover ripped off that I didn't know the name of. 

I think I saw this at friends house on it the background while we were doing other stuff.  He had all the premium cable channels so it might have an episode of Tales from the Crypt or another cable horror show from the 90s and not a movie.  I don't remember how long it was, but the special effects seemed pretty high budget from what I remember.
