I LOVED the Police Academy movies.  They were on TV/Cable a lot when I was a kid.  I would probably still watch them now. 

I really liked Officer Hooks - I have the same voice volume issue that the Hooks character had and, now that I think about it, I can't remember any other character in a movie that highlighted the struggle like she did.  I found something charming about most of the characters.  I think they did a good job of making a bunch of people with different quirks without it seeming too overwhelming.  Mahoney is probably my least favorite as the smug prick with the heart of gold, but at least he had a heart of gold. Lt Harris was the bully you were supposed to hate and he never really got away with it, so that was always fun to watch as a kid.

Maybe I like them so much because I was really young when I first saw them so there's something nostalgic about it.  Not too much drama, not too raunchy, not too much to think about, just simple entertainment.  I can totally see why people wouldn't like them though. I don't really care too much for the ones after the Miami one.

For the record, I also liked Weekend at Bernies 1 & 2 and the Revenge of the Nerds movies.  Ogre and Booger were like my idols growing up.

Side note – did anyone else notice in Police Academy 3, Zed's (Bobcat) girlfriend looks just like Jeff Goldblum as a woman?  I actually was convinced they had to be related, but according to the internet, they're not. Her name is Corinne Bohrer if anyone can track down her actual medical records to prove without a doubt that they're not related.

I enjoyed the first couple for what they were. The later ones not so much.
