I think it's something mundane. Some kind of police surveilance. For traffic or drug dealing or maybe something as mundane. Just an eye in the sky.

Seeing that apparently even planes looking for drones are now being reported as drone sightings, I'd say this is 1% substance and 99% hysteria. Most likely someone made an unusual flight, either legal or illegal, and now everyone is seeing drones.

Imo 30% substance and 70% hysteria.
