I agree according to the two examples given there - but they are completely neutral in a moralistic / political / emotional sense, which is quite convenient.

Imagine a speaker stating the opinion "I believe all of us ['X people'] are fundamentally superior to all ['Y people'] and therefore all ['Y People'] should have fewer rights" to an assembled crowd of 'X People' who then erupted in applause.... if that scenario was to stir up a sense of anger in a 'Y person', that does not mean the 'Y Person' has baseless opinions.

That's a good counter-example. In the case you describe I think there would be a strong mix of fear and anger. Pity for the ignorant supremacists would be a proper moral response, but it's theoretical and abstract and submerged under the others. It is important to recognize that while negative emotions like anger and fear are generally counterproductive, there are always exceptions. These emotions evolved because they had a purpose. I imagine Russell would have a response to you be unfortunately we can't ask him anymore (maybe he refines his idea in a section not quoted here.)
