Film Noir Set in Los Angeles or San Francisco from 1940's or 1950's

I am looking for the name of a movie set in Los Angeles or San Francisco from the 1940's or 1950's.  I don't remember the actors.  The premise is that a member of Scotland Yard comes to the U.S. to track a mad killer who escaped the U.K.  As it turns, out the member of Scotland Yard is actually the escaped killer.  I remember a person goes missing and they find the body in the closet or wall panel of an office.  Any help would be appreciated.  Thank you for the responses in advance.

how about either Counter Spy Meets Scotland Yard (1950) or David Harding Counter Spy (1950) the 2nd one i think is the first one but i had to look up the title on IMDB because i could not remember the name of it.

Hi.  Thank you both for responding.  I don't think these movies are what I am looking for.  I started watching "Counterspy Meets Scotland Yard" and this wasn't what I remembered. The IMDB description to "Counterspy" does not match either.  These seem more WWII espionage movies, rather than "Film Noir".

To further elaborate, I remember watching the movie maybe, like 12 years ago on TCM.  I don't remember the actors.  It was definitely set in California, and definitely involved a British Detective (maybe London Police?) or a member of Scotland Yard looking for a British murderer who escaped to L.A. or San Francisco.  In the end, it turns out the British man is the criminal and killed the detective/Scotland Yard man and poses as him to get to California.   There was definitely a murder victim's body found in an office closet or wall panel in this movie.

Again, thank you both for responding.  Hopefully, one day, TCM will play it again.
