80's futuristic Movie with bady / killer murdering models with a Freeze gun

 Saw a movie a few times on TV years ago but do not know the name of the movie. - early - mid? 80's futuristic Movie with bady / killer murdering models with a Freeze type stun gun. Police are hunting this guy who has this futuristic gun that sends out a flash to the eyes which stuns / freezes victim like a statue, then killed. Killer is like a hired hitman or something, police are on the hunt trying to work out the reason for the murders and his futuristic weapon.

I would say it was set in Hollywood with flashy sports cars and so on, with lots of stunning models. Cant picture the face of the star or his name.

Film is a bit like the 80's film 'Runnaway'.

Does this ring a bell, would love to know the name of this film.

Runaway and Looker were both written by Michael Crichton.
