Movie Title Help

Does anyone here recall a horror film from the early 70's about an eye doctor whose daughter was stricken with an optical illness, and he goes crazy because he can't save his daughter's sight, so, madly, he lures potential cornea donors to his office, but he actually violently steals their eyes and tries to put them in his daughter's sightless eye sockets?

Here are some of my key memories of this film, by way of offering up more details:

1. The doctor kept all of the eyeless victims of his crusade in the basement below his medical office

2. At one point, one of the several captive and sightless victims actually digs her (his?) way to freedom by tunneling out of the basement and out to the outside, only to run sightlessly (and pitifully) right into the path of a car in the middle of the street.

3. At the climax of the film, the victims (in one action as a vengeful mob) finally get a hold of the doctor somehow, and one of them tucks the doctor's eyes out, and the eyes are held out close to the camera, just before the credits roll.

Does this ring a bell with any of you?
