I saw this post on some other forum and remembered it's another movie I've been trying to figure out too:

I'm pretty sure it's the movie "Hard Candy".

If you haven't seen it, I definitely recommend it.

Is it Hard Candy? I don't remember if she had a tape running of a real castration. I remember she was really messing with the guys head saying she knows how to do it using ice etc...

But Hard Candy is a great film though.
Most of all I hate dancing then work,exercise,people,stupidpeople

guess it is Hard Candy. Could have sworn I saw the same idea on tv around the late 80's/early 90's though

Yeah, it's Hard Candy.  No question.

As the others have said, it's a great film.  Worth watching.

Ice Pirates from the 80s had a similar scene in it.
