Crazy guy driving a truck - "I OWN THE ROAD!!!"

When I was a little kid I remember watching this late at night on tv. I don't remember the entire movie, but I remember one scene with some crazy guy driving a truck all over the road at high speeds running over anything that comes in his path and he keeps repeating the phrase "I OWN THE ROAD" while running all kinds of people and animals. I remember one in particular was a German Shepard dog that he was trying to hit but the dog kept running and dodging the truck. At the time I thought it was scary, but the whole "I OWN THE ROAD" thing sounds hilarious to me now. Any idea what this movie could be?

I did not find a film that matches this, but the IMDB does have a keyword search and there are only 36 entries for "Road Rage."

The one I found with "I own the road!" is an animation, which does not seem to match your description (I believe it was live action).  However, when did you see this?  As in the rough year.

I haven't seen it in 4 zillion years, but you could be talking about Death Race 2000, anout a road race that wins the drivers points if they run down little old ladies and baby carriages and stuff.

Do you remember if there was a "movie-within-a-movie" in your road rage film?

I can't remember the title, but I remember a movie with a scene like that.  A psycho was going cross-country to the set of a movie because he wanted to kill the lead actress.  At one point, he stole a big rig and ran a car or two off the road.

The movie-within-a-movie was a cheapie about some bimbos on an alien planet.  One of the scenes they filmed had a girl being swallowed by a clam monster.

If any of that sounds familiar, I'll try harder to look up the title.

Thanks for all the suggestions. Don't think it was most of these, but the Driving Force sounds possible, whats the plot? I might have to rent it to see. I def remember it was a german shepard dog he was trying to run over, and he just kept repeating that "I OWN THE ROAD" line in a really crazy voice. That's the only scene I actually remember, I was really young and it was late at night so it could've been anything really, might've even been some late 80s/early 90s tv show if it wasn't a movie. But from what I rememeber it looked more like a movie than a tv show.
