Help me remember the name of this early 90s tv show for kids

In the early 90s I remember watching this tv show about this guy.  I'm not sure if he was a preteen or a teenager but I'm gonna guess he was around 12 to 14. 

The show was about this guy who experiences supernatural type things and it usually took place in his own neighborhood.  I believe he had a best friend sidekick kind of guy.

I can remember two distinct episodes.

One episode he is introduced to these two twin brothers who are his new neighbors.  They seem odd to him and later he finds out that they have been kept young for many years.  I think it was that their mom was staying young by keeping them young too somehow.  I'm not sure how he fixes everything but in the end of the episode it shows the twin brothers all grown up and fixing their mailbox or something out in front of their house.

In another episode it shows the main guy about to act in a tv show which I think is actually the actual tv show that this show is.  It just all starts to happen out of no where and he doesn't know why he is just all of a sudden about to act in a tv show.  Well he is about to shoot this one scene and in it he has to get shot and they assure him the bullets are fake.  Well the bad guy of the show(i think a guy a bit older than him) I think rewrites the script so that the main guy will get shot with a real bullet.  Thats all I can remember from that episode.

If it helps I think the name of the show was the same as the main character's name but I'm not sure.

I really want some help to find out what this show is.  I remember watching it a long time ago and tried looking for it everywhere but it is really hard to do when I can't remember the name.  If anyone can help thanks.

Oh my gosh you are my hero!!! LOL  That is it.  Man I have been searching for it for like two hours on wikipedia.  Damn it all that time and it stars the one guy who I was thinking was the star of the show. LOL
