I completely misread your one post about where the space scenes were in the film, and it did make me scratch my head because I thought I knew the film.  However, I was distracted.  Not that having a house with three children who are running around like maniacs right after giving them baths would distract anyone.

When I thought you said it ended in space I was going, "Survivor?"  But I thought that the armored earth mover was from....

I'll go ahead and solve it and I know for certain it's "Def-Con 4."  It's one of the films that I first watched when my mother brought home the VHS from the rental store where she worked.  The cover is actually a pretty awesome cover, and for a cheap post-apocalyptic film it's not bad.  The beginning is pretty darn good.
