90. 'Jimmy' Bond: League of Extraordinary Gentlemen: Black Dossier
At great inversion of the original character (unable to be directly named as James Bond for reasons of copyright) and in my mind stands out amongst a cast of brilliant characters in Alan Moore's all-fiction universe as one of the creepiest, amoral villains in comic history: A psychopathic, bumbling, treacherous rapist hidden beneath a vale of suave and cool. As with most of the LoEG 'rebooted' characters there is less a new version as a new view to the character (its hinted on occassion that the fiction books of our universe are merely biographies with the 'cracks' painted over, hiding a darker truth about the characters) and as someone with an overall dislike of the Bond character, it struck not so much as a darker, but a more truthful version of the ultra-violent, sex addicted gung-ho macho thug that Fleming and the films always openly protrayed just in a positive light. The inverted 'Bond gets the girl' ending is particularly brilliant and creepy

The Sandman is a comic book series written by Neil Gaiman and published in the United States by the DC Comics imprint Vertigo. It chronicles the adventures of Dream of The Endless, who rules over the world of dreams, in 75 issues from 1989 until 1996.

Wow, I think you have Ghost Rider ranked a bit too high there.  He's good but not that good...
