It looks like the dreck cartoons I was forced to watch on Armed Forces TV in the 70's, in terms of quality.  All off-brand stuff from teh 60's.

Got it!  After trolling ALL 1960s cartoon producers for 2 days, I found  The Brothers Matzoriley from the Super 6 Show:

Interestingly, one of the voice talents (Daws Butler who voiced #2) was the Quisp Alien too.

I didn't KNOW it, so I won't take any credit. It was all search fu... but I'll put up a pic:




This WAS one of the 3rd string cartoons I saw on Armed forces TV in the 70's.
