Jekyll and Hyde

Quite a while ago I saw on TV an old movie (probably from the 30's or 40's) that opened with a nighttime scene of swirling fog. The voiceover was saying something about how evil Mr. Hyde had been, but that now he was dead. Then a creepy-looking character appeared out of the fog and said "Are you sure?" and then he started laughing. Does anyone know what movie this is? Any help would be appreciated.
