80s Alien B Movie... With Mind Powers

The plot of the movie involves an experiment (I believe alien - but it could be a "school" experiment) with the boy somehow growing a penis out of his head (or was it his back?).... and then women would go crazy when they saw it and strip for him.

I believe it would have been made in the late 80s.  And aired on HBO in early 90s.
