A movie I can't remember (Super hero from 80's/early 90s)

The movie had a drunken ex-super hero, who tried to make a come back. I think a reporter was helping him looking for a story. It had a scene where his arch-nemesis was tempting him with an open bar, or dancing girls with booze. I think he tried to remember his catch phrase so he could fly. "Up Up into the Blue" or "Up Up and Away" or something. It's killing me I can't remember the name of this film. Can anyone help?
